The cluster will treat registered miners as elastic compute ranks. A coordinator keeps the base model,
optimizer state, and schedule; miners will receive bounded shards of work, return verified fragments,
and add usable FLOPs to the run. Slow, divergent, or unverifiable ranks are isolated before they can
perturb the global update.
